GTX570 no longer down clocking

i notice this about 5 days ago when my video cards temps where quite a bit higher at idle. my GTX570 is no longer down clocking when at rest. haven't changed anything that i know of, any thoughts?

i did think of what is causing this, i just can't explain why. this changed when i got my new monitor that runs at a higher resolution. i verified this my setting my new monitor to my old resolution, and it dropped back to where it was before. so, the moral of this story, higher resolution = higher down clocking speeds & temps.
