Gigabyte 4 GB ddr5 Xtream Gaming GPU Not functioning fully

hi.. I would like to inform you my system first -

I5 6600K , 16 GB RAM, 2 TB HD, 4 GB ddr5 Gigabyte xtream gaming graphics card...
My issue is - my graphics card is not fully utilize when i am using any video editing software like FCP, FCP x, Premier cc, AE cc ..and also the FAN is not running properly..How do i fully used my GPU for video editing purpose.How do i OC or Super clock my GPU.I am watching my GPU status in istat GPU frame rate is too low..whenever i do any render process my CPU load is too high and GPU nothing , GPU frame rate is showing very little..what should i do? ? i made this mechine for Video editing purpose...Plz help me out...
