Please put your specific motherboard model, CPU model, and GPU model into the system configuration area on the left, and/or your signature. It's hard to give you good advice without having that information on hand on every post.

I haven't heard of that error before. I would make sure you redo the whole drive not just format one partition -- if you're using Disk Utility from within the El Capitan installer, select the drive (not a partition on it) and hit Erase.
 
You can try to boot the existing install in single-user mode and run the two commands it gives you there and see if it can get through those successfully. Or you can try booting the installer, starting Terminal from the utilities menu, and using diskutil commands to erase the disk. If neither of those work, it may be a hardware problem.
