FaceTime only recognizes camera when computer is booted in safe mode.

I have recently installed High Sierra on my HP Elitebook 8470p, and everything is well except for a few minor issues. One of the larger ones is that FaceTime will not show anything from my camera if I am not booted in safe mode. When I open it, it shows a black screen. Other apps like Photo Booth work fine with the camera. But when I boot in safe mode, FaceTime suddenly works with my camera! I have no idea why this could be happening, so I am wondering if anyone can help me find a solution?
