You wont see passive cards unless you go with Maxwell or older really low powered cards like the GT 210. Palit makes the KALM series of GT 750/750ti and 900 series cards are semi passive. The semi passive cards fans don't spin at all until the GPU reaches something like 55C. So, for general desktop usage and light graphics the fans never spin and it is completely silent. All of these are compatible but require the Nvidia web drivers since they are not natively supported.
