I wanted to recommend a PCIe card that works in Mojave and Big Sur which supports 4 eSATA ports and port multiplier enclosures for up to 20 connected drives:

It wasn't cheap ($134), but it seems reliable. I'm able to hot swap drives in my SeriTek/2eEN4 4-bay enclosure no problem. Previously I had a SeriTek/2ME4-E 4-port eSATA card which was not recognized in Big Sur.
