Dock is screwed up after upgrading HP Probook 4530s to Mavericks

I recently updated my computer from Mountain Lion to Mavericks but I am encountering some issues. One of the issues is that the icons in the Dock and in Launchpad are not displaying. (See attachment to see what this looks like.)

Additionally, as an unrelated issue, I had made the bar at the top of the screen black with white text in ML and it is now reverted to normal (and I want to keep it normal) but some of the text is still white. How can I fix this?

Do a fresh install. Use one of the sticky guides at the top of this forum.
