Could not load Printers & Scanners preference pane error

Hello, I have noticed when I upgraded Mavericks from 10.9.1 to 10.9.2 I am getting the above error when I try to open the Printers and Scanners Pane. As a result, I can't seem to print any documents. I also get the similar error when I try to Open the Apple store pane and Internet Account panel.

My build:
OS X 10.9.2
Processor 3.4 GHz Intel Core I5
Memory 8 GB 1333 Mhz DDR3
Motherboard: Gibabyte Z77X-UD3H

Try to Repair Permissions in Disk Utility.

Hi, thanks for the recommendation. Unfortunately, it did not work.

Same issue here... Permissions repair didn't work either. Any attempt to print freezes the app I'm in too. Any of you gurus out there have any ideas?
