config.plist issues

Should my config.plist be in an EFI file which is partition of my ssd? I dragged and dropped the EFI from mu usb boot file. I've loaded all of these kexts and drivers into clover configurator but I don't think my config.plist is doing anything while booting. It is a file on my Sierra drive on the ssd but I don't believe it is a partition. Can someone help me out?

Location of your config.plist should be in the EFI/Clover folder on your SSD's EFI partition.
