Warning: Linux user new to Hackintosh.

I am running El Capitan 10.11.6 on a desktop custom build with a Gigabyte Z170XP-SLI, Intel i7-6700k, and integrated Intel HD 530 graphics. My system cannot stay powered off, after about 3 seconds the fans and lights in the tower come back on, and the boot process starts again. I will check off the list here of all that I have done, and I apologize if I forget anything.

I have turned off Wake on LAN in BIOS,
I have turned it off in the OS itself.
I have attempted solutions given in this thread http://www.insanelymac.com/forum/topic/309729-gigabyte-z170x-gaming-7-success-hackintosh/page-6

I have reset my BIOS settings and set them up as I should according to the guides provided.

I have ran out of ideas and forums and search results to pick through, so I have come to ask for aid and hope that someone has got a clue.

Sounds like DSDT issue. Check that ErP is disabled in BIOS. And please provide hardware and boot loader details so someone can help you better.
