However, IntelPowerGadget only gets up to 4.7 GHz. My BIOS (Asus Z370 Maximus X) is set to "SyncAllCores" @ 50 (5.0 GHz). What is missing here to get the OS to actually boost it to 5.00 GHz?

I was able to solve this issue by getting a new mobo. Asus Z370 Maximus X had a ton of problems with respect to SSDT (overclocking), Sleep/wake and USB.

I bought Gigabyte Auros Gaming 5 Z370 and everything seems to be working including overclocking to 5.00 GHz.
