I have been searching for and cannot find anyone who had this exact same situation. I did the following:

  1. Use Carbon Copy Clover to clone from old SSD to new SSD.
  2. When finished, mount the EFI partitions of both SSDs.
  3. Copy the entire EFI folder from EFI partition of old SSD to EFI partition of new SSD.
If I boot with the old hard drive connected I get the clover screen and I can choose the drive I want to boot from including the new hard drive.

If I remove the old hard drive I get the dreaded no boot device found.

Am I missing a step? I looked through pages and pages of posts and could not find the answer.
 
Was able to fix the issue by just re-running multibeast for Catalina on the drive to re-install the boot loader.
