Clean install without overwriting data and settings?

The audio on my Mojave install is no longer working and the most likely recourse at this point is to reinstall. Is it possible to do a clean install without overwriting the data, settings etc. so I don't have to re-setup everything and migrate data again? I have the original install USB and can make a working backup.

It is not a clean install unless you format the drive, however if you install without formatting the drive then all of the system kexts are refreshed back to the original versions and your data etc remains intact.

Valid point. Since I want to refresh all of the system files then this should work. Then I will repeat post install activities minus installing clover.
