Based on support for stability, USB3, Audio/video editing, etc - should a first time build be a 10.6 Snow Leopard, or 10.8 Mountain Lion? Is 10.8 a little too new? 10.6 is stable but will it support the architecture of new motherboards and processors?

New? Mountain Lion has been out for over 6 months, an eternity in this industry! If you want support for newer hardware (Ivy Bridge, for example, or USB 3.0 as you mentioned) then you want Mountain Lion, not Snow Leopard.
