My computer is acting weird.

1. I download the Free upgrade for High Sierra from the app store.
2. At the install screen I chose Sierra as the install drive.
3. It says it's installing and shows a loading bar but it's over in a second, I don't think it even installed anything.
4. It says it needs to restart the computer for the installation to complete.
5. Computer restarts and it boots back into Sierra as if nothing happened.

I've done this like 5 times now lol, what am I doing wrong?

It seems you are allowing Clover to boot your system partition which will bring you back into Sierra without updating.

Also check if you have Fakesmc.kext into CLOVER/EFI/KEXT/other. I had a similar problem when i was trying to update from 10.13.5 to 10.13.6 because i have all my kexts at /Library/Extensions, and i was had the same problem as you.
