Can't Install Catalina on a i7-8700/Z170/RX 460 System

I have a problem installing the Catalina. The information is on the screenshot: i7-8700/Z170/RX 460. I installed from the same flash drive without problems on i3 -8100/Z110/RX 460 system.

installed bootloader clover 5098 but nothing changed

if you do not set loading arguments, then the scale goes to the end and does not load further

I have usb flash with 10.14.3, which is easily installed on this PC. I copied the EFI section to Flash Catalina, but the installation stops at the same place

How did you manage to run an 8700 to Z170 motherboard?
8700 needs a Z370 motherboard to run properly.
I don't think that you can continue the installation with this hardware.

modified BIOS, processor pinmod. windows and mojave work fine

no thoughts what is wrong with clover?
