Cant fix hardware encoding on FCP, Premier Pro are Getting Very poor Performance on AMD RX 580

Till now I have done lots of setting, edit config, adding whatevergreen and lilu kext still I cant fix hardware encoding on FCP, Premier Pro are Getting Very poor Performance on AMD RX 580. In IGPU HD 4000 QS encoding works Fine. even Enable both dGPU & iGPU same issues No hardware encoding. I have attached my EFI Please check whether that settings are wrong and help me How to fix it ?

My system:-
OS MOJAVE 10.14.2
Z77 with i7 3770k
16G RAM
SAPPHIRE Pulse RX 580 8GB (PEG) Primary Display
HD4000 Secondary Display

Honestly it seems that not all the AMD cards are entirely "natively" supported.
It's at least a month that I can't get H264/265 encoding/decoding with my Gigabyte RX 580.
Tried going to any forum, switched to almost any SMBIOS, placed dummy kexts, updating everything etc etc.
The only thing that my card does is exporting from Premiere H264/H265 in .mp4 and I don't know why.
Any other h264>h265 and viceversa conversion I try to do, it uses the iGPU with any software (so slow).
Anyway Illustrator, Photoshop and Chrome uses the GPU perfectly and the benchmarks are good with any software so we can say that is pretty "ok" because I don't produce videos so often but... You can imagine
