Can't download full High Sierra, only 19.5 mb installer

I have been trying to download High Sierra today from the App store on my MacBook Pro but it only downloads a 19.5 mb installer file. I have downloaded the 4 gb Sierra file before. Has Apple changed their policy or am I doing something wrong?

UniBeast gives an error "...is the partial installer and doesn't contain everything that UniBeast needs..."

I have El Capitan running on the MacBook Pro. 10.11.6
 
Well I guess no one has tried to download High Sierra this week. I did some more checking and Apple said that network connectivity is required to upgrade. So to me it looks like they give you only an installer program instead of the full software, which we need to build our systems. Can anyone confirm what I see?
 
I had that problem 4 days ago, used High Sierra patcher and it worked. Make sure you delete the 19mb installer in the applications folder
 
Thanks for the reply and solution. I guess they are going to have to update the instructions on how to create a High Sierra system.
