Can't Boot With Dual Monitors Connected

If I boot with one monitor, everything is fine. If I boot with both monitors together then I get extreme glitching and the system repeats itself.

1 Monitor is connected by HDMI, the other is connected by DisplayPort. I've googled and this looks like something no one has figured out yet. Im on 10.13.

I have a similar problem. 1st monitor connected by HDMI and 2nd by DisplayPort-HDMI.
MacOS boots to a black screen and Windows 10 does fine.

I figured this out for 10.13. I used WhateverGreen and Lilu. But for 10.13.6 i still haven't figured out.
