Can I run Sierra or El Captain?

I was wondering if my PC can run macOS Sierra or El Captain

My specs:
i7-4790k
XFX Raedon R9 295x2
16 GB RAM DDR3
500 GB SSD

Note: I'm using this machine to edit and render on Final Cut and Photoshop.

What motherboard ? The XFX r9 295 graphics cards are not well supported by macOS. There are better choices. Please put all your Intel hardware in your profile. TIA.
