Can I run El Capitan? If not, what should I change on my wishlist?

Hi, I'm looking to buy a medium budget PC and this is my hardware that I want, atm:

- CPU: i3 4170 3.7Ghz
- RAM: 1x8GB DDR3 1600MHz and possibly another 4GB
- MOBO: Gigabyte Intel MB GA-B85M-D3H-A 1150
- SSD: Silicon Power SSD S60 120GB SATA 3.0
- HDD: Toshiba 1TB 7200 32MB SATA 3.0
- GPU: Asus AMD R7 370 4GB

What to you think? Is it possible to run El Capitan or should I upgrade something? If I must upgrade, what is the best option for my wallet?

The CPU, RAM, motherboard, SSD, and HDD should all work fine. You may be able to get the graphics card to work, with some difficulty (it isn't going to work OOB). This guide gives a lot of detail: http://www.tonymacx86.com/graphics/171291-radeon-compatibility-guide-ati-amd-graphics-cards.html.
