I have a Dell Mini 9 w/ a 16GB SDD. It is blank.
I have the SnowLeopard disc.
I'd like to get OS X installed.

All I have for tools is another Win machine and an external USB HDD.
(No USB FLASH, no USB optical drive, no Apple machine)

Can I do the SnowLeopard install with just these pieces?
(I can't afford to keep buying more hardware.)

No, as you need a DVD drive for the installation.

I have a Dell Latitude E6410, and I installed Snow Leopard on an external hard drive. The installation was very straightforward.
Seeing as your laptop doesn't have an optical drive, you could use your Windows machine to install Snow Leopard to your external HD, then just attach the external to the laptop, and set the laptop to boot from USB.
Let us know how it goes?

try netbookinstaller.. you need usb flashdrive 8gb or so..
