My bluetooth is broke in Windows. I have an WLAN card(Intel AC 3165) not supported by Mac. For some reason my bluetooth device has been disabled in Windows. When I enable it in the device manager is will repeatedly refresh. Bluetooth is ON in Mojave. How can I get bluetooth to function normally in Windows?

I tried a combination of disabling two bluetooth Bios options, all bluetooth debug options in Mojave, and several restarts into both operating systems.
