No that's not a typo. You get free shipping, probably no sales tax depending on the state you're in. Their is a 15 dollar promo code to use and a 15 dollar rebate to send in. Compare this to other cases that sell at this price. No comparison in terms of ease of building in and the build quality. See other cases in the 35-40 dollar price range at Newegg.

See this post for more info: Eclipse P400 Case

It appears that Newegg is closing these out at cost because they have not sold well. Not everyone likes the Grey color but if you do it's a major savings on the cost of your high quality, looks like you spent a lot, ATX case. Will also fit E-ATX motherboards.

Here's a video review of the grey P400 version. P400 is the same size and features as the P400S just without the sound dampening features.

If gunmetal gray is not for you .....

This deal is on again, this time for the Black/White version. You'll need the promo code EMCPTPV24 and need to send in a 15 dollar rebate to get the 40 dollar price. Has a built in fan controller, led controller, rubber grommets for cable routing holes. No cheap, thin metal with sharp edges, tempered glass side panel, PSU shroud. For 40 dollars ??? Probably the best 40 dollar PC case you'll ever buy.

Sale ends on Monday April 16th.

No 5.25" bays.
I used those for the KingWin drive bay quick release hot swap bay. Product.aspx

Most of the new cases have omitted those bays for three reasons. Few people use optical drives anymore, the increasing popularity of liquid cooling and looks. In these Phanteks cases the best place to put a 360mm radiator is in the front of the case where the 5.25" bays would get in the way of that. Lastly, the look of the case. They leave out the front bays so the front panel is one piece with a seamless look. This also helps Phanteks hit a lower price point. For 40 dollars it's hard to complain about what's missing here. Would be nice if they had put in one 5.25" removable by at the top front though.
