I think that apple is starting with just selling mountain lion via the app store, but in a few weeks they are selling it also as a usb thumb drive.
When apple released Lion they said it will only be available in the app store, but after a lot of consumers said that their internet connection was too slow or they have no internet connection but want the new OS, apple released the Lion USB thumb drive.
