10.13.1 upgraded from 10.12.6 running sluggish

I've upgraded to High Sierra and it seems like my system runs sluggish and slow compared to Sierra. I'm not really sure where to start to diagnose to fix this. Any one experiencing similar on High Sierra?

What do you mean by sluggish?
What action is behaving wrongly?

The whole experience just isn't smooth. Navigating between tabs, resizing windows to full size its glitchy. Not the same fluid experience I had on 10.12.6
