Well, just found the answer and fix on this post of the thread.
Adding igfxonln=1 fixed it.
Didn't need this argument for the Mojave SSD.

ok. just fixed it. I ended up using this app Kext Updater to install a modified version of AppleAHCI called AppleAHCIPortHotplug.kext. Go to the tools section of the app. After reboot my ESATA drives are working! :) More on the extension here. I also disabled the Suki's patch as that's for 10.13.6

Just updated to 10.13.3 (APFS) on my Z170MX-Gaming 5.
I've got 2 different SATA cards for external drives.
1. Sonnet Tempo E2P 6G
2. MAXPOWER 6G
Both cards work, but only if the drives are powered on at boot. No hot swapping. Drives show up with INTERNAL drive icons.
Booting the machine back...
