You can try this:
Update Clover bootloader.
EFI folder -> config.plist -> RtVariables -> 0x67
Reboot.
Repair permissions (for example with Kext Utility).
Reboot.
Or fresh Mojave install.
Also you can use io80211family.kext from High Sierra.
Because TP-LINK TL-WDN4800 no longer natively...

With -lilubetaall boot argument my Wi-Fi Card (TP-LINK TL-WDN4800) now working without using old io80211family.kext from High Sierra.
EFI folder -> config.plist -> RtVariables -> 0x67
Reboot.
Install io80211family.kext from High Sierra using kext beast.
Repair permissions with Kext Utility.
EFI folder -> config.plist -> RtVariables -> 0x0
Reboot.
My TP-LINK TL-WDN4800 is working now.

I have same problem. Changed from iMac18,2 to iMac17,1 and increased the video ram in bios.
Also tried ig-platform-id = 0x59120000 and 0x19120000.
It didn’t help.
