This problem ended up being the power supply. It tests out fine so I'm not sure whats wrong with it. I swapped it out and now the high pitch background noise is gone.

Why wouldn't it be relevant? If it's a grounding problem, why wouldn't I expect to see it on all platforms? I'm not saying your wrong and I'll take steps to remove any possible grounding issues, but I'm curious.

Normally I would agree as it sounds similar. The sound works perfectly fine without feedback on both Windows and Ubuntu with either the motherboard sound card or the USB sound card. I'll double check the motherboard installation and do further testing.

The same sound comes out of both front and rear ports as well as a Turtle Beach USB sound card. The same background buzz occurs with headphones or a receiver. Because the buzz comes from both the built in sound card and the USB dongle, I assume it's a software/configuration issue.
