Just a few possible changes that I could think of:

• Use the latest OpenCore 0.9.4 and associated kexts
• Check the BIOS settings as per the original post
• Make sure your BIOS is patched if you want to use attached EFI. Otherwise, see Notes 3 section in the original post
config.plist > NVRAM > Add > 4D1FDA02... > change revcpuname to <16-Core Intel i7-13700K>
• Pay attention to whether you will be using a Fenvi t919 card or the built-in Intel WiFi/Bluetooth connectivity. If using a Fenvi then you do not need any additional kexts
• Modify boot-args to include agdpmod=pikera (you have an RX 5500XT)
• Your USB mappings should be the same as mine

I don't have any experience installing a macOS while Windows OS is present but I would recommend that you remove the Windows NVMe drive before installing macOS. Once everything is working properly in macOS, reconnect the Windows drive.

Unfortunately, I haven't been able to boot the Ventura installer or a pre-installed NVMe with Monterrey from my Mac Pro (no OC EFI on it), I kept on getting stuck at the Apple logo after OC was loaded.

I've tried your EFI with the appropriate changes. I also found and followed the guide from @chriswayg including the Raptor Lake part; this was using your EFI as a base to check for differences, as well as trying to make my own EFI from scratch and from other base files as recommended there but to no avail.
(Do you know if OC auxiliary tools [OCAT] is still being maintained? It seems to me it is working at an older OC version so I stopped using it as I was following that guide, changing to a more manual .plist editing way, like I've been OC'ing my MacPro with no issues)

I set -v boot-arg and debug OC files and .plist changes so I could see what's wrong, and seems no matter what I do or what EFI I use I get stuck at the same point:
"AAPL: #[EB|LOG:EXITBS:START]"

Also found some other spots with apparent errors on the log, eg: "Err(0xE) <- RT.GV boot-image" or similars along it, I've yet to google and read about those errors and try recommended fixes if any.

For what it's worth, I already tried without Windows drive installed, without any drive, with an empty new drive, etc., no difference.

I'll attach my last log (I have a lot now and don't even remember what I did in which one anymore as I have been trying many small tweaks and going back to clean again and again, without apparent differences in outcome) but this last one is from using your EFI and just the recommended changes and maybe a few more cosmetic ones as a last try before posting again and making sure this log was corresponding to your files as I wanted to give an update on how it's going.

I am thinking it's maybe a BIOS setting or something that's blocking the actual OS from starting, but I probably still have a lot to search and read to confirm or discard;
My BIOS settings are optimized defaults with your changes, also tried XMP profiles on and off and other changes, same result.

Any help or tips are welcome and highly appreciated!

I am using Z490 e gaming with i9 10900k and rx 6600xt. I am planning to upgrade to Z690 tuf with i7 12700k. I am just wondering whether the Z690 system is as stable as the Z490. Have you ever experienced sudden frozen (usb, trackpad, keyboard no longer working, and you have to reboot to fix that issue)

This mobo is very stable. I have only started experiencing issues with Bluetooth starting with Ventura 13.5 onward. Prior to 13.5 it has been wonderful.

Does anyone know if a Thunderbolt card is possible with this motherboard?
 
Will the rx 7800 and rx7900 work with Ventura
 
Updated the original post with the EFI (EFI_OC_095_2) that contains the latest modifications to the ACPI, kexts and config.plist files to fix the Bluetooth issues with macOS Ventura 13.5 (and later, up to 13.6). Please read Notes 4 in the original post for more details.
 
I can confirm that BIOS 2403 is the latest stable and working BIOS if you want to be able to boot into macOS. All later BIOS versions result in a black boot screen with the Apple icon and nothing else. In other words, DO NOT upgrade your motherboard BIOS beyond 2403.

Setting config.plistBooterQuirksSetupVirtualMap = True enables the system to boot into macOS without any issues. And this works with the latest BIOS 2803.
