Sorry to sound dumb, by changing every instance we also mean changing the data to 0D000000?
- Navigate to /EFI/OC/Kexts/.
- Right-click on USBPorts.kext.
- Select "Show Package Contents".
- Double-click on the Contents folder.
- Open the Info.plist with a plist editor.
- Find and changed every instance of HS07 to HS13.
- Save.
- Reboot.

Just change the HS07 ports to HS13. HS07 is already configured to be 255 so there's nothing else to change.
