The Dell Optiplex 390, which lacks AHCI: has taken up too much time to attempt to install. If a Dell OptiPlex 3010 is outfitted with HS, isthere any reason why it can not be patched with the AHCI kexts and tranplanted to the Optiplex 390?

The Optiplex 390 does not feature AHCI, the link below indicates kexts must be written to System/Library/Extension

Attempts to write these kexts to a unibeast installer have been unsuccessful.

If you have the kexts available, just copy them (drag&drop) to the Clover/Kexts/Other folder in the EFI of your UniBeast USB.

Once you can boot to desktop, copy the kexts to desktop and launch Kext beast to install the kexts to Library/Extensions.

These kexts worked by letting me installed Catalina to my system and HDD has been shown from disc utility but the system keeps rebooting on the final step and couldn't boot to finalize the installation though I was able to copy all kexts to S/L/E but installing is not finalized because of rebooting loops

DO not put the kexts in S/L/E or in S/L for Catalina. Put them in EFI/Clover/Kexts/Other.
 
That’s not a viable option because the installation hasn’t been finalized, though EFI has been created but not that folder (Other)

Copy your kexts to the Clover/Kexts/Other folder on the EFI of the USB installer.

Thanks I have already done that, that is why I said in the first place that the texts work
the texts work because my HDD wasn't shown up before and after I put kexts into Other folder in USB Installer I was able to install the OS but keeps rebooting at the final step.
I have put kexts into S/L/E and L/E because there is no Other folder on EFI of macOS
I think the problem has something to do with my motherboard not having AHCI or Catalina is verifying compatibility of hardwares which my machine lacks

Copy the EFI folder from the USB to the EFI on the system drive.

OK, you might be having the same problem I had with a Legacy system before.
Install Clover Legacy mode to the root instead of to the ESP. Your system may not work well booting from ESP since it is legacy. Also, be aware that, given the age of the G31M and core2 Duo you have that Catalina may not work at all. The last time a C2D was in a Mac was the 2010 iMac. 2011 and later used the Core i3/i5/i7.
Are you using a supported System Definition? Suggest using iMac 14,1

MacOS Catalina 10.15 is compatible with the following Macs:
  • MacBook Pro (mid 2012 and newer)
  • MacBook Air (mid 2012 and newer)
  • MacBook (early 2015 and later)
  • iMac (late 2012 or newer)
  • iMac Pro (2017 or newer)
  • Mac Pro (late 2013 or newer)
  • Mac Mini (late 2012 or newer)
