Hi.
I had this problems with BIOS 2401 too.
Start of OSX never ended. the progress bar never disappeared.
I couldn't go back to BIOS 2012 because ASUS said the BIOS file would not be OK.
So i had to find a workaround.

I used an ASROCK Z390 Board before and had a similar Problem, so i simply tested "Pupins" workaround from this thread:

in Clover configurator --> ACPI -->Patches

Comment: Fix AsRock Z390 BIOS DSDT Device(RTC) bug
Find: A00A9353 54415301
Replace: A00A910A FF0BFFFF

It seems this solved the Problem with the never ending start of OSX.
But shutdown now fails. :(

Like you, I couldn't downgrade so I tried the patch and it worked! Thank you very much!!!!

I guess it's time to accept the patch as fact of life. I guess it explains some of the issues some of the newer builds are having. I am putting my computer back together and will update the EFIs.
 
Just starting my build. In fact I don't even have it all assembled yet. Should I not update the BIOS?
 
EFI Update

Once you update the BIOS, you can never go back. Please give a giant round of likes to @TaffAnaro for alerting us to this issue and @pupin for the fix. I incorporated the patch into the EFIs which are now posted. This issue would have prevented people with newer boards from installing which would have driven everybody crazy. The good news is that I do not have a shutdown problem, I am sure there is some other factor in his setup that is causing this.

The new patched EFIs are posted with the following changes:
  1. Added the @pupin patch to fix RTC issue that prevented OSX from loading with newer BIOS versions
  2. Replaced FakeSMC and Sensors with VirtualSMC with the code I updated to support NCT6798D, NCT679BD, IT8668E, and IT8795E sensors. This gives just about every Z370, Z390, and X299 Fan RPM and other sensor data. I recommend you use HWMonitorSMC2 for best monitoring results.
  3. Updated Clover to r4919
That's all I remember for now.


Guide Update

I need to completely redo the BIOS configuration. First, it is a huge mess form an accidental editing error. Second, some things have changed with the new BIOS and selecting optimized defaults and then Multi-Monitor causes a hard crash on boot. This is at the post level, it never even makes it to Clover. I also left fastboot on and it works perfectly.

I am trying to get this done for the new builds currently underway. The answer is yes, by the way, you can update the BIOS if you use the new EFIs I posted.
 
I believe I have done everything according to the guide, but I cannot get the USB to create the installer. It either says copying files for about an hour until I close the application (nothing copied to the USB stick) or gives an error as you can see in the screenshot. I'm using a 32GB stick erased and set to GUID partition and using macOS extended (Journaled)

Did you resolve?
 
So update BIOS on board and load new EFI?
 
The guide is fully updated with a revamped and easier to follow BIOS settings section.

I’ve been out for the weekend but hope to start assembly the coming days. Tonight I’ll be prepping the install files and re-read your guide one more time. I’ll keep you posted when there is progress.
