The procedure does not match Post #13.
IPG and Activity Monitor should be running when the Desktop appears. Take the screenshots before the high frequency start up disappears (may be less than five minutes).
As well, make an IOReg at the same time you make the screenshots for both tests. Attach with new screenshots.
I think you misunderstood my issue, if I use the right id, then my CPU will always stay around 3.7GHz, and will never goes down. So the high frequency start up won't disappear. For post #13, that is when the wrong id is injected, so the CPU will load at the correct frequency.

p.s. I did run IPG and Activity Monitor right after I log in(which means the Desktop appears)

This time I screenshot it by the time the line fills full in IPG, which means it's shows right at the beginning of the Desktop appears. And also I have reported my IOReg by two different id (1 and 13)

Neither IPG shows the expected macOS boot IPG ,max freq for a short period as all processes start simultaneously; Post #13/IPG does.
Confirm Post 13 is ID =1.
If true, why is Post #13/ID=1 different from Post #22/ID=1?

I don't understand your last line "If true, why is Post #13/ID=1 between from Post #22/ID=1?" But I can confirm post 13 is id=1, and for post 22, I did the IPG again for the same testing configuration . Are you able to tell the differences between two IPG? ID=13 has the line that is staying around 3.7ghz, and activity monitor also shows longer system cpu time than the ID=1
 
I did the test again, those two are both id=1
