Your ioreg clearly shows SMBIOS truncation...
Very common with Dell laptops.

Fix with config.plist/KernelAndKextPatches/DellSMBIOSPatch=true.

Sorry I do not understand SMBIOS truncation. However, I added DellSMBIOSPatch=True but the cpu still goes up to 3.7GHz. I attached the plist file and a screenshot of intel power gadget in zip.

Read FAQ, "Problem Reporting" again. Carefully. Attach all requested files/output.

Use the gen_debug.sh tool mentioned in the FAQ, that way it is less likely you'll omit something.

I found the problem over here. It doesn't matter with the DellSMBIOS or other PM settings. I realized that when I use AppleALC kext and when I set my inject id to 13 (which is the one that the internal speaker will work), the CPU will go up to 3.7GHz and would also never go down. I would like to understand how would I get my audio working without this happening?

You still failed to attach any problem reporting files.

I attached the zip file contained the test before installing AppleALC and changing plist to Inject=13 which will match my Dell's audio ALC3254. Once I changed Inject ID to 13 (the correct id) then the CPU will go up to 3.7GHz and never goes down.
