I'm really not familiar doing it during the Install. I use XCODE and can see the plist with no problem I just need some kinda go by would be nice.

Yes, edit the config.plist prior to trying to boot from your USB installer.

Alright I now can get further with this config file. Here is where it stops at now.

Why are you not using the config.plist included in my EFI folders?

The system run EFI and I could not get it to run in Legacy Mode and load 10.11 or 10.12

I have never tried legacy mode and don't know how to get it to work.

When you make the Uni beast version it creates the EFI folder and it works like it’s supposed to up to that one point that it now fails out and I’ve looked up and tried three other solutions that other people say they had and it does not seem to fix the issue I’ve tried different commands on to boot up with graphics enabler is no graphics enabler is yes in different other versions and that don’t seem to work

Of course it doesn't work - GraphicsEnabler=Yes/No is for the Chimera boot loader and has no effect in Clover.

Well I’m at a dilemma now I’m beginning to think that the Dell OptiPlex 7040 may not work because I can’t seem to find a either good config.plist or I just can’t seem to find the right combination of turning things on and off.

Learning is fun and doing it yourself is far better than letting someone do the work for you.
That said, take a look here :

I would never use Legacy Clover on a UEFI capable system.

Well just to let you know I have checked that thread I have done everything that I could find in it that was very close to my problems and I still could not get it to work now as far as the legacy clover that’s part of the Uni beast in stalled when I did the Uni beast it creates the EFI file for the can well just to let you know I have checked that thread I have done everything that I could find in it that was very close to my problems and I still could not get it to work now as far as the legacy clover that’s part of the Uni beast in stalled when I did the Uni beast it creates the EFI file for the config.plist so if I’m not supposed to use The Uni beast what package do y’all suggest ? I am very proficient with Xcode so that is how I was editing my plist files.
