No, you don't have to reinstall just use the High Sierra installer to boot from and get back into your system and fix the issues. I thank that you must have mistakenly entered something wrong into terminal to create this problem.

HD4000 do not has the hardware decoder (HEVC / H.265) for 4K video. Don't expect it can play 4K smoothly. You may try mpv player. If you want to play 4K efficiently, macOS High Sierra and Core gen 6th, 7th, 8th CPU is required.

So this is another reason to get a Low Profile dedicated card like the 1050? (i just need to justify the $, unless anyone out there is feeling generous )
