when I try to change it either turn off the backlight or turn it off so I can only turn the Brightness off and on anything else

I already looked it up and found that out but I'm saying it is not working even though it's there it only turn the backlight on and off so its only max Brightness or a blank screen idk if I can upload I vid here so I could show you what I mean

Are you trying to say that if you use the slider in SysPrefs->Displays, that it is not working?
If so, you need to provide details.
Those details should start by filling out your profile as per FAQ.

Thanks. Now please describe the problem clearly and attach "Problem Reporting" files as per FAQ.
 
OK after I followed the instructions I got the thing for brightness to come up but not batter what I do I can't use it to change The brightness level the most that I got or of it was some Screen flickering and that when I set th e brightness level to almost 0 so I get it to Flickr I get it to turn off and I go to max to brightness so it's pretty much on and off nothing in between works idk if it's ok but I can send a short vid showing what I'm talking about when I try to change the level of brightness

Read FAQ, "Problem Reporting" again. Carefully. Attach all requested files/output.

Use the tool mentioned in the FAQ, that way it is less likely you'll omit something.
