IGPU pstates still extend beyond 21 in, do you think it's a Appleintelinfo rounding bug?
No. The dump shows every IGPU pstate from 7 (349 MHz) to 23 (1149 MHz), per spec.

Of greater concern in the dump data is CPU pstates of only lowest (800 MHz), max non turbo (4200 MHz) and max turbo (4500 MHz). CPU PM is not working.

Any idea why that might be? Is there something I should enable or disable regarding P states in bios? All the states are available in IOREG(attached to the post you replied to), and the intel gadget does go up and down in mid-ranges, but I'm assuming that it's just polling the next step and changing the graph. Still just

Intel Power Gadget: CPU PM, does not match data; GPU PM, does not match data.
Yeah, I don't know what is going on. It seems like there are a couple others over at the ssdtprgen github that are reporting the same behaviour though, maybe something new with High Sierra? Should I try enabling HWP via clover and speed shift in bios?
 
Native CPU PM/Install XCPM ssdt (If PluginType/YES, skip to Step 7.)
  • Remove EFI/Clover/ACPI/Patched/SSDT.aml (ssdtPRgen ssdt, if installed)
  • Download: ssdt_xcpm.zip (click link, click View Raw)
  • Install Downloads/SSDT-XCPM.aml
    • Clover: EFI/Clover/ACPI/Patched/SSDT-XCPM.aml

does that mean when enabling PluginType we dont need to add the SSDT-XCPM.aml to EFI/Clover/ACPI/Patched/ ?

Correct. The SSDT is generated/injected from within Clover code itself.

Looks fine. But for the hardware in your profile, don't forget about LPC.
