As we can see the USB part is greyed-out, but "Power off Card" is emboldened so you can action it.
I believe this indicates that the system is treating some part of the USB hardware as a removable card - just like the old PCMCIA-type of thing. Really not sure why though.
Other people with other systems have seen different greyed-out hardware. A quick Google will find them. Here's one I found for Ethernet hardware:
Same result. Powering-off only causes it to reappear on reboot.
I've left mine alone and there's no issue or problem.
It would be great if someone could share some light on this phenomenon.
