El Capitan Boot Error... Help!

Pilgrim, you were right; hard drive was pooched. I bought a Crucial MX200 SSD, and did a new install. Now I'm stuck in a boot loop. El Capitan successfully installed, trying to boot from my SSD for the first time, and I get to the apple logo, and before any line appears in the status bar, it restarts. Changed USB ports, tried CPUs=1... nothing has worked yet. (Also updated my profile).

Mobo = Motherboard = GA-H77-DS3H F7
CPU = Processor = ?
Graphics = Graphics = NVIDIA GeForce GT 640 1024 MB

BTW : Consider upgrading your BIOS from F7 to F10.

Close, it is actually an i5-3570T.

Read your motherboard manual - If you have no manual you may download one from the Gigabyte website.
You can use Google to find the Gigabyte website.
Google is a search engine on the internet.
 
What is this "internet" you speak of?

Bios updated to F10. Optimized settings, updated the following:
XMP - Profile 1
Vt-d - disabled
HXCI Mode - auto
HXCI Handoff - enabled
EXCI Handoff - enabled
SATA Mode Selection - AHCI
IO Serial Port - disabled

Still in boot loop.

Are you following a guide ? If so, which one ?

You should not need NullCPUPowerManagement.kext try installing again without it.
 
With your existing part installation, at the Clover screen press the spacebar.

See if you can boot in safe mode.
Also you could try booting without caches and injected kexts.
