You need to downgrade to BIOS v56 mate, immediately. Fell into the same trap. I had to write to Intel for support, they prompted me to https://www.intel.com/content/www/us/en/support/articles/000005532/mini-pcs.html

I could not downgrade bios to 056, by all means.
At bios 073, I could boot Mojave installed SSD, could install Catalina to M.2SSD by install USB,
and update it to 10.15.1.
Just copy his EFI(You need to modify SMBIOS section.) That's all.

Now my bios is 075. My Nuc can boot, sleep, wake up and shut down.
