Stuck on 0% progress bar before configuration on Sandy Bridge laptop

The last line line before it switch from verbose to the progress bar with apple logo is something like:
AppleIntelCpuPowermanagement timed out.
I tried with DummyPowerManagement on the OC plist and tscsync kext but none of them worked, it stuck also on El Capitan.
(sorry for bad english but i'm Italian.)
