Use USB2 stick.
Try all USB ports.

Try with USBInjectAll.kext.
Also, you will probably need XHCI-300-series-injector.kext.

Found it! INSTALLATION from usb stick WORKS!!!!! I was trying to boot from my ssd disk. The problem was ssd driver.

I installed 10.14 from other 10.13 partition, not from usb stick.

I have 3 partitions on my ssd hd:
- I have 10.13.3 installed with clover 4444. I downloaded 10.13.6 apple store
- 10.13.6 installed from 10.13.3 partition. I downloaded 10.14 from apple store, and installed to the 3rd partition.
- 10.14 (but this does not start, this one was who give me 'still waiting for root device')

The problem is ssd hd driver, I added on my config.plist file on clover 4444.
I will check it from 10.13.3 installation and update new clover config.plist file
