I tried to fix the shut down problem based on what I found in the forum berny-design (https://www.tonymacx86.com/members/berny-design.2188626/).

Now I am getting a very ugly screen right after I select, within a second, to boot from disk. How can I recover from this without reinstalling Mojave.

Unchecked inboot options the settings: AutoMerge, FixShutDown, HaltEnabler. Booted succesful. Once in Mojave used Clover Configurator to change the CsrActiveConfig to 0x67. Shut down works now and the system boots.
