Mac Pro (Early 2009) Dual Xeon

I am having issues with my Mac Pro. I want to troubleshoot to see if I have a bad processor or bad memory slot. Can I successfully boot this machine if I pull 1 of the processors out?

I'd run that hardware test and by no means remove one CPU to see if it works, that's not a great idee.
