Change keymap to FR-bel (dot in numpad)

Hi

How can i modify the keymap in order to get the exact same as my 4730s Belgian-French (and keep the Fn "like mac" behaviour)?

Is the there a tool that would allow me to customise my keymap and even add some combos that would write full words (like my email adress for ex.)?
