How do you know if you can fully utilize your video card?

I installed the kext for a 8400gs and it can display the full resolution of my monitor. But I don't have the scrolling effect for the bottom bar. Is there some software to test full functionally for the video card?

What scrolling effects? You can test by going into dashboard and add a gadget. if it has the rippling water effect then you're set. If by scrolling effect you mean the icons on the dock get bigger when you move your mouse over them then go to dock preferences and make sure magnification is enabled and that you set the size to be bigger than the default size.

A trick I used in Linux to see if graphics (at least OpenGL) was working was to open X11 and type:

glxgears

You should see rotating gears pop up.
