I have an idea to use a Hackintosh bootloader, but only to use it for both Windows and Linux on a legacy system. I am wondering if having or using a Hackintosh bootloader in this regard breaks the law in any way shape or form, since it does NOT use the Mac operating system.

shouldn't be an issue

I'm pretty sure that you don't break the law in any way, OpenCore is free software, intended to boot macOS, Windows or Linux, Linux is also fee software and, as far as I know, Windows doesn't have any advise about specific boot loader.
