CPU Temperature in High Sierra is higher than Windows

In High Sierra, Cpu Temp is higher too much than Windows. In windows, Cpu temp is ~33-35 C and in High Sierra, Cpu temp is ~60 - 65 C (of course Idle). But in my laptop, Cpu temp in High Sierra is lower than Windows. What wrong with my CPU in desktop, I test SpeedStep and it is ok (picture attach).
Hardware info:
+ CPU: Intel 8600k
+ Main: MSI Z370 Gaming M5
+ VGA: Zotac 1080Ti Blower
+ Sound: Realtek ALC 1220
+ Storage: Colorfull SL500 + Samsung 970 Evo Plus
+ Cooler: Water Custom
+ OS: High Sierra 10.13.6 (Installer is downloaded in Apple Store) +Windows 10

Your CPU is running very high (4.4GHz) so temperatures are high.
